India: Important Implementation Guidelines for IS 302 (Part 1) for Electrical Appliances

The Bureau of Indian Standards (BIS) has updated IS 302 (Part 1): 2008, now replaced with IS 302 (Part 1): 2024/IEC 60335-1:2020. This revision aligns with global standards for electrical appliances.

The old standard will remain valid until February 23, 2025, after which compliance with the revised version will be mandatory for all stakeholders, including manufacturers and licensees.

Key Changes in the New Standard

The updated IS 302 (Part 1) includes critical changes to improve safety and performance for electrical appliances: 

Battery and Charging Requirements: 

  • New standards for metal-ion batteries, including specific testing criteria. 
  • Enhanced guidelines for charging mechanisms and safety protocols. 

Moisture and Mechanical Strength: 

  • Improved testing for moisture resistance in appliances with automatic cord reels or socket-outlets. 
  • Updated strength requirements for integral plug pins.

Safety and Cybersecurity: 

  • Introduction of UV-C radiation and optical hazard standards. 
  • Annex U outlines cybersecurity measures to prevent unauthorized access via remote networks. 

Testing and Normative References: 

  • Revised methods for measuring power input, current, and operational cycles. 
  • Clarified guidance on PELV circuits and test probes. 

Software Evaluation: 

  • Updated Annex R for detailed software evaluations, with the removal of classifications for software Classes B and C. 

Compliance Guidelines

For Existing Licensees

Test Reports: Submit test results from BIS-recognized labs for lead models in the license’s scope, previously tested under the 2008 standard. 

Undertaking: Provide written confirmation of compliance for all models under the license. 

Non-Compliance: Failure to meet the February 23, 2025, deadline may result in license cancellation or removal of models. 

For New Applicants

Applications under the 2008 standard will be accepted up to January 23, 2025. These applications must include an undertaking to transition to the 2024 standard before the deadline. 

For Scope Changes

License modifications must align with the new standard. Requests related to the 2008 standard will only be accepted during the transition period.
