India: Expanded Scope for CSR Testing in Telecom Devices

The Telecom Security Testing Laboratories (TSTLs) in India will now adopt an expanded and more streamlined approach for Common Security Requirement (CSR) testing. This move aims to simplify the designation process for TSTLs and extend the coverage of security testing across various communication devices.

Grouping ITSARs for CSR Testing

A committee has recommended grouping the Indian Telecom Security Assurance Requirements (ITSARs) into five categories based on testing infrastructure and device types. These groups include: 

  • Group I: ITSARs for 5G Core Network Functions (23 types, including AMF, UPF, and NRF). 
  • Group II: ITSARs for enodeB and gnodeB configurations. 
  • Group III: ITSARs for 4G Core Network Elements (e.g., HSS, SGW). 
  • Group IV: ITSARs for Wi-Fi CPE, IP Routers, CBC, and PABX. 
  • Group V: ITSARs for OLT and ONT. 

Devices not covered under these groups, such as Hybrid Set-Top Boxes and Network Function Virtualization (NFV), will be individually designated for testing. 

Streamlined TSTL Designation Process

  • CSR Focus: TSTLs will primarily test CSR clauses for grouped ITSARs, enabling a more efficient process. 
  • OEM Flexibility: Original Equipment Manufacturers (OEMs) can approach any TSTL designated for their device group for CSR testing. If SSR clauses are required, OEMs must work with TSTLs capable of testing both CSR and SSR clauses. 

This revised framework was finalized after stakeholder consultations held in December 2024, incorporating feedback on aligning testing requirements and infrastructure across ITSARs.
