India: Exemption of Cloud-Implemented IP Routers and Wi-Fi CPEs from Security Certification

India’s Department of Telecommunications (DoT) has issued an Office Memorandum regarding the exemption of Cloud-implemented IP routers and Wi-Fi CPEs from security certification requirements. This will allow manufacturers and service providers to avoid ComSec certification for these devices during the specified period, simplifying their path to market.

Details & Timeline of the Exemption

The memorandum specifies that the following devices are exempt from security certification (ComSec) requirements: 

  • Cloud-Implemented IP Routers: Devices that are Cloud-capable, Cloud-controlled, Cloud-native, or Cloud-managed. 
  • Wi-Fi CPEs: Devices that are Cloud-hosted and Cloud-managed. 

The exemption period will remain in place until May 31, 2025. 

Addendum Clarification

Updated 12/18/2024 (statement released by DoT):  Several OEMs and applicants have recently raised questions about the applicability of this exemption to their Cloud-capable, Cloud-controlled, Cloud-native, and Cloud-managed products.

To clarify, the exemption applies only to products (such as routers and Wi-Fi CPEs) that require cloud connectivity to function. In other words, these products cannot operate without being connected to the cloud. However, if a Wi-Fi CPE or access point (AP) can operate in alternative modes, such as stand-alone or split mode with a local controller, it will not be eligible for the security certification exemption. These products will still need to undergo the necessary security certification processes.
