The Bureau of Indian Standards (BIS), in collaboration with the Ministry of Electronics and Information Technology (MeitY), has issued revised implementation guidelines for IS 18112, a specification concerning digital television receivers for satellite broadcast transmission. Effective October 26, 2025, compliance with IS 18112 will become mandatory for all television models covered under India’s Compulsory Registration Order (CRO).

Mandated Certification and Applicable Standards

Under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, televisions such as Plasma, LCD, and LED sets are already subject to mandatory BIS certification based on IS 616:2017/IEC 60065:2014 safety standards. The new requirement expands this by adding IS 18112 to ensure that all TVs can receive free-to-air digital satellite signals.

Manufacturers must now ensure that their products comply with both IS 616 and IS 18112 to maintain market access. The certification for both standards will fall under a single license number and must be indicated below the BIS Standard Mark.

Labeling Requirements and Compliance Mark

Once IS 18112 becomes mandatory, certified models must display both applicable standards IS 616 and IS 18112 alongside a single license number. This labeling standard aims to ensure clarity for both regulators and consumers regarding compliance status.

Requirements for Existing License Holders

Licensees with current approvals under IS 616 must submit inclusion applications to add IS 18112 to their license scope. These submissions must follow the Guidelines for Change in Scope of Licence (CSoL) within BIS’s Conformity Assessment Scheme II.

If existing models already include a TV tuner, manufacturers can apply online for standard revision or amendment using the BIS portal. Submissions must include updated test reports where IS 18112 test data explicitly references the IS 616 test report for the same models.

Any models not updated to meet both standards by the October 26, 2025 deadline will be removed from their associated license. Furthermore, failure to comply will render the license itself subject to cancellation.

Implications for New Applications and Pending Requests

Applications for new licenses or inclusion of new models based solely on IS 616 will only be processed until September 25, 2025. After this cut-off, all pending or incomplete applications that lack IS 18112 compliance will be rejected.

Manufacturers seeking new licenses for TVs post-deadline must comply with both IS 616 and IS 18112. They are required to follow the Guidelines for Grant of Licence (GoL) under BIS’s Scheme II and submit an undertaking confirming compliance.
