The Bureau of Indian Standards has recently published updated guidelines regarding the implementation of revised standards for LED luminaires. These new regulations fall under the Compulsory Registration Order and specifically target the IS 10322 series of standards. The revisions aim to enhance safety, performance, and testing protocols for a wide range of lighting products, ensuring that they meet modern technological and environmental demands. Manufacturers and licensees are given a transition period, with the last date for concurrent running of both the old and new standards set for August 2, 2026.

Scope of Affected Lighting Products

The updated guidelines cover a comprehensive list of LED lighting categories. This includes fixed general purpose LED luminaires, recessed LED luminaires, and specialized lighting such as LED luminaires for road and street lighting. Additionally, the revised standards apply to LED flood lights, hand lamps, lighting chains, and LED luminaires designed for emergency lighting. Each of these product categories has been mapped to a specific revised Indian Standard, aligning them more closely with the latest international electrotechnical commission frameworks.

Key Technical Enhancements and Safety Additions

Significant technical changes have been introduced across the IS 10322 series to bolster product safety and reliability. A major update is the inclusion of electromagnetic field safety requirements and the introduction of the IPX9 degree of protection against high-pressure and high-temperature water jets. The standards now also feature enhanced protections against fast-rotating parts, such as moving fan blades, and modified touch voltage and current limits to prevent electric shocks.
The revisions also include critical electrical and operational updates:
  • SELV Requirements: Additional requirements have been introduced for luminaires using controllable control gear providing Safety Extra-Low Voltage (SELV) outputs.
  • Energy Storage: New normative annexures detail specific requirements for battery and electric double-layer capacitor (EDLC) operated luminaires.
  • Safety Limits: Extended photo-biological safety mandates have been incorporated.

Category-Specific Technical Updates

In addition to general enhancements, each luminaire category under Part 5 has received specific updates to address unique operational requirements:
  • Recessed Luminaires: The introduction of requirements for air-handling luminaires and additional marking requirements.
  • LED Flood Lights: The introduction of requirements for the glass breaking test.
  • LED Lighting Chains: Specific provisions for Temporarily Installed Protected Lighting (TPL) chains have been added.
  • Emergency Lighting: New requirements for rest mode, inhibiting mode, lithium batteries, and EDLCs. Test facilities for self-contained luminaires and test methods for contrast measurements of exit signs have also been clarified.

Compliance and Implementation Timeline

The Bureau of Indian Standards has outlined a clear implementation strategy for both existing licensees and new applicants. Existing licensees must transition to the applicable revised standard by August 2, 2026. This process requires the submission of complete test reports from recognized laboratories demonstrating conformance for all lead models.
 
Consequences of Non-Compliance: If a licensee fails to complete all required actions by the August 2, 2026 deadline, the Bureau may initiate the cancellation of their license or the deletion of non-compliant models from the scope of their license.
 
New applications may still be processed under the old standard until the concurrent running deadline, provided the applicant submits a declaration committing to implement the revised standard by the specified date. After August 2, 2026, no new licenses will be granted, nor will existing licenses remain operative, under the outdated standards.
