On July 22, 2026, the Bureau of Indian Standards (BIS) published Frequently Asked Questions (FAQs) on the migration of existing licences to IS/IEC 62368-1:2023, the hazard-based safety standard for audio, video, and information and communication technology equipment. The new standard replaces IS 13252 (Part 1):2010 and IS 616:2017 under the Compulsory Registration Scheme (CRS). The FAQs expand on the Guidelines for Implementation of Migration to IS/IEC 62368-1:2023 dated March 9, 2026, giving manufacturers clearer direction on licensing, testing, marking, and critical components.
BIS Licence Continuity Under the Compulsory Registration Scheme
BIS has confirmed that existing licence numbers (R-numbers) will stay the same after a successful migration to IS/IEC 62368-1:2023. Manufacturers holding separate licences under IS 13252 (Part 1):2010 and IS 616:2017 for different product categories will also keep those licences separate. For example, power adaptors for IT equipment and power adaptors for audio, video, and similar electronic apparatus will continue under their own licences.
Migration must be completed separately for each licence. Because CRS licences are granted per manufacturing location, separate test reports are also required for products made at different factories.
Transition Timeline for IS/IEC 62368-1:2023 Compliance
The last date of concurrent running for the old and new standards is November 1, 2028, in line with the implementation timeline notified by the Ministry of Electronics and Information Technology (MeitY). Until that date, the following transition provisions apply:
- Licence renewals: Licences due for renewal may still be renewed under IS 13252 (Part 1):2010 or IS 616:2017.
- New applications: Applications may be processed under either the old or new standards, but applicants using the old standards must declare they will implement IS/IEC 62368-1:2023 by the end of the concurrent running period. BIS encourages all new applications to be filed under IS/IEC 62368-1:2023.
- New models: Models tested to IS/IEC 62368-1:2023 can be added to an existing licence issued under the old standards, subject to Clause 4(C) of the implementation guidelines.
After November 1, 2028, no new licences will be granted under the old standards. Licensees that have not completed migration by that date may face licence cancellation or deletion of models from the scope of their licence.
Product Safety Testing Requirements for Lead Models
BIS will not accept a single representative sample per licence for migration. Licensees must submit complete test reports from a BIS-recognized laboratory for all lead models in their scope that were previously tested under the old standards, identified according to the revised Series Guidelines issued by MeitY.
- End-of-life models: If a lead model has reached end of life, it may be withdrawn from the licence and replaced by the next appropriate lead model in the same series.
- Early testing: Manufacturers may begin testing to IS/IEC 62368-1:2023 before submitting the migration application.
- Marked samples: Registered models bearing the BIS Standard Mark can be submitted for testing, provided the applicant declares they are already registered and the laboratory records this in the test report.
- Recognized laboratories: BIS-recognized laboratories for IS/IEC 62368-1:2023 can be found on the BIS LIMS portal (lims.bis.gov.in).
Where migration affects compliance with other applicable standards or essential requirements, BIS refers applicants to Clauses 4.A.(6) and 4.A.(7) of the implementation guidelines.
Critical Component List and Parallel Testing
One of the most significant clarifications concerns the Critical Component List (CCL). Under Clause 4.1.2 of IS/IEC 62368-1:2023, components that act as a safeguard must comply with the new standard or, where specified, with the safety aspects of the relevant IEC component standards. As a result, critical components that comply only with IS 13252 (Part 1):2010 or IS 616:2017 will not be accepted in the CCL after migration.
To avoid delays, components and end products notified under the Compulsory Registration Order (CRO) may be tested in parallel under the BIS Parallel Testing Guidelines.
BIS Standard Mark Labelling and Migration Fees
Products complying with IS/IEC 62368-1:2023 must carry the BIS Standard Mark in line with Regulation 6 and Annexures I, II, and III of Scheme II of Schedule II of the BIS Conformity Assessment Regulations, 2018. The illustrative mark provided by BIS shows the standard number, IS/IEC 62368-1, above the logo and the licence R-number below it.
No fee applies to migrate already registered models when licensees apply through the Standard Revision provision. Migration applications are submitted through the Standard Revision/Amendment/Essential Requirement option in the licensee’s BIS CRS login.
