India’s 5G rollout is progressing rapidly, with key government initiatives supporting the expansion and availability of services across the country. The Ministry of Communications has introduced several reforms and measures to support the deployment of 5G mobile services, aiming to boost connectivity and infrastructure.

Key Initiatives to Support 5G Rollout
The Indian government has introduced a series of measures to facilitate the smooth rollout of 5G services, which include:
- Spectrum Auction: A key step in enabling 5G mobile services, where spectrum was auctioned to telecom operators.
- Financial Reforms: Adjustments have been made to rationalize the Adjusted Gross Revenue (AGR), Bank Guarantees (BGs), and interest rates for telecom companies.
- Removal of Spectrum Usage Charges: For spectrum acquired in the 2022 auction and beyond, this charge has been removed to ease the financial burden on operators.
- Simplification of SACFA Clearance: The procedure for Standing Advisory Committee on Radio Frequency Allocations (SACFA) clearance has been streamlined.
- PM GatiShakti Sanchar Portal and RoW Rules: A new portal has been launched to expedite permissions for telecom infrastructure, alongside rules to simplify the Right of Way (RoW) permissions for installation.
- Small Cell Installation: The government has introduced time-bound permissions for the installation of small cells and telecommunication lines using street furniture.
5G Coverage Across India
As of February 28, 2025, telecom service providers (TSPs) have installed over 469,000 5G Base Transceiver Stations (BTSs) across India, covering nearly every district in the country, including Lakshadweep. Currently, 5G services are available in 773 out of 776 districts.
Telecom service providers have surpassed the minimum rollout obligations set by the government under the Notice Inviting Application (NIA) for spectrum auctions. However, the further expansion of services depends on the commercial and technical considerations of the telecom operators.
