The Communications Authority of Hong Kong has issued an updated version of HKCA 1081, the performance specification governing radiocommunications apparatus operating in the 6 GHz band for wireless local area networks (WLAN). This update, released as Issue 2 in August 2025, sets revised technical and evaluation requirements and supersedes the previous 2022 version.

Key Technical Requirements and Spectrum Use

The updated specification confirms that WLAN apparatus must operate within the 5.945 – 6.425 GHz frequency range. A guard band between 5.925 – 5.945 GHz is now formally reserved to prevent interference, reflecting a clarified regulatory stance on band segmentation.

Power limits are differentiated by installation environment:

  • Indoor use: Maximum output power of 24 dBm EIRP

  • Outdoor use: Maximum output power of 14 dBm EIRP

Additionally, the regulation aligns Hong Kong’s requirements with the European standard ETSI EN 303 687, which outlines harmonized technical parameters for 6 GHz Wireless Access Systems (WAS) and Radio Local Area Networks (RLAN). Equipment must conform to either the Low Power Indoor (LPI) or Very Low Power (VLP) equipment categories, as defined in that standard.

Revised Evaluation Criteria

Compliance must be demonstrated using the testing procedures outlined in ETSI EN 303 687. While the electrical safety requirements were removed in this update, conformity to radio frequency output and spectral efficiency remains mandatory.

Certification and Labelling Under the HKTEC Scheme

Manufacturers and suppliers are encouraged to certify equipment under the Hong Kong Telecommunications Equipment Evaluation and Certification (HKTEC) Scheme. This voluntary process involves technical evaluation against HKCA 1081 and, upon approval, allows for the apparatus to bear a prescribed certification label.
