- 40–50 MHz — Earth Exploration-Satellite (active) added across multiple sub-bands
- 117.975–137 MHz — Aeronautical Mobile-Satellite (R) added as a primary allocation
- 14.8–15.35 GHz — Space Research elevated to primary status
- 18.1–20.2 GHz — Inter-Satellite added as a primary allocation across multiple sub-bands
- 27.5–30 GHz — Inter-Satellite added as a primary allocation across the full range
- 235–248 GHz — Significant restructuring with new Fixed, Mobile, and Earth Exploration-Satellite (passive) designations
