The Office of the Communications Authority (OFCA) of Hong Kong has published the April 2026 edition of the Hong Kong Table of Frequency Allocations. This comprehensive handbook provides the framework for frequency allocations in accordance with Region 3 allocations under the Radio Regulations. The updated publication serves as a critical reference for spectrum management, radiocommunications systems design, and related applications within the region.

WRC-23 Updates Now in Force

Allocations revised as a result of WRC-23 took effect on 1 January 2025 and are now reflected in this edition, marked with an asterisk (*) throughout the table. The full before-and-after comparison is documented in Annex I. Key changes include:
  • 40–50 MHz — Earth Exploration-Satellite (active) added across multiple sub-bands
  • 117.975–137 MHz — Aeronautical Mobile-Satellite (R) added as a primary allocation
  • 14.8–15.35 GHz — Space Research elevated to primary status
  • 18.1–20.2 GHz — Inter-Satellite added as a primary allocation across multiple sub-bands
  • 27.5–30 GHz — Inter-Satellite added as a primary allocation across the full range
  • 235–248 GHz — Significant restructuring with new Fixed, Mobile, and Earth Exploration-Satellite (passive) designations

Key Bands for Product Manufacturers

The April 2026 table confirms the current status of a number of frequency bands directly relevant to wireless product certification in Hong Kong:
5G / IMT
 
The table identifies several bands for IMT (International Mobile Telecommunications) use, including 1.7–2.1 GHz, 2.3 GHz, 2.5–2.69 GHz, 3.3–3.7 GHz, and 4.8 GHz for sub-6 GHz deployments, as well as 24.25–27.5 GHz and 37–43.5 GHz for the millimetre wave terrestrial component. Public mobile service allocations in these bands are noted as fully assigned (Remark “E”).
6 GHz Devices (Wi-Fi 6E)
 
The 5.925–6.425 GHz band is designated for “6 GHz Device” use under class licence/exemption order, confirming Hong Kong’s support for Wi-Fi 6E and similar technologies. The 6.425–7.125 GHz range includes additional public mobile service allocations.
Short Range Devices / Ultra-Wideband (UWB)
 
UWB operation is permitted under exemption order across the 4.2–4.8 GHz and 6–8.5 GHz ranges, relevant for device manufacturers incorporating UWB for ranging, positioning, or data transfer applications.
ISM Bands
 
The 2.4 GHz (2400–2483.5 MHz) and 5.8 GHz (5725–5875 MHz) ISM designations are confirmed, supporting continued use by Bluetooth, Wi-Fi, and other licence-exempt consumer devices under the applicable exemption orders.
Unmanned Aircraft Systems (UAS)
 
The 1430–1444 MHz band is designated for UAS use, relevant for drone manufacturers and operators seeking compliance in Hong Kong.
Automotive Radar
 
The 77–81 GHz band is designated for 79 GHz Automotive Radar under exemption order, in line with international short-range radar standards.

Updated Channel Arrangements for Fixed Services

Annex II has been updated with channel arrangements for fixed services across a range of bands, defining permissible operating frequencies, channel widths, and polarization configurations for licensed fixed wireless equipment deployment in Hong Kong:
  • 6.4–7.1 GHz (40 MHz channel width)
  • 7.42–7.75 GHz (7 MHz and 14 MHz arrangements)
  • 8.275–8.5 GHz (28 MHz channel width)
  • 10.15–10.3 GHz and 10.5–10.68 GHz (3.5 MHz paired and interleaved channels)
  • 10.7–11.7 GHz (40 MHz channel width)
  • 12.75–13.25 GHz and 14.4–15.35 GHz (28 MHz channel width)
  • 17.7–19.7 GHz (27.5 MHz channel width)
  • 21–23 GHz (3.5 to 28 MHz multi-width arrangements)
  • 38 GHz (3.5 MHz to 112 MHz per ITU-R F.749-4)
