The Office of the Communications Authority (OFCA) of Hong Kong has recently published updated performance specifications for radio and Radio Frequency Identification (RFID) equipment. These updates, outlined in the newly released Issue 2 of HKCA 1049 and HKCA 1078, specifically target devices operating within the 865–868 MHz and 920–925 MHz frequency bands. The revised frameworks aim to align Hong Kong’s regulatory standards with international practices, ensuring enhanced performance and minimized interference across these widely used spectrums.

Certification and Licensing Framework

Under Section 32D of the Telecommunications Ordinance (Cap 106), the possession or use of any radiocommunications apparatus emitting radio frequency energy must be covered by an appropriate license issued by the Communications Authority.

However, exemptions exist for equipment that falls under specific licensing exemption orders. For manufacturers and suppliers looking to bring products to the Hong Kong market, the OFCA operates the Hong Kong Telecommunications Equipment Evaluation and Certification (HKTEC) Scheme. Under this scheme, companies can apply for voluntary certification of their apparatus against these new specifications, ensuring compliance and facilitating smoother market entry.

Key Technical Requirements for the 865-868 MHz Band

For RFID equipment operating in the 865–868 MHz band, the updated HKCA 1049 specification introduces several critical technical parameters:
  • Power Limits: Devices must comply with the ETSI EN 302 208 standard, allowing power levels up to 2 W effective radiated power (e.r.p.).
  • Spurious Emissions: Strict limits have been established to prevent out-of-band interference. For frequencies below 1000 MHz (excluding specific broadcast bands), spurious emissions must not exceed 250 nW e.r.p. For frequencies above 1000 MHz, the limit is set at 1 µW e.r.p.

Key Technical Requirements for the 920-925 MHz Band

The specifications for equipment operating in the 920–925 MHz band, covered under both HKCA 1049 (for RFID) and HKCA 1078 (for general radio equipment), emphasize robust modulation and power control:
  • Modulation Technique: All equipment must utilize frequency hopping spread spectrum modulation to ensure efficient spectrum usage and reduce the likelihood of signal collision.
  • Hopping Characteristics: The maximum allowed 20 dB bandwidth of the hopping channel is 500 kHz. Devices must employ at least 10 distinct hopping frequencies, with an average time of occupancy on any single frequency not exceeding 0.4 seconds within a 4-second period.
  • Transmitter Power: The peak transmitter power is capped at 1 W, while the equivalent isotropically radiated power (e.i.r.p.) must not exceed 4 W.
  • Emission Control: Spurious emission levels are strictly limited to a maximum of 10 µW e.r.p. outside the fundamental frequency band.
  • Regulatory Alignment: Equipment must comply with the technical requirements specified in Title 47 of the Code of Federal Regulations, Part 15, Section 247 (47 CFR 15.247) of the United States, providing a harmonized approach for international manufacturers.
