Guinea-Conakry’s Postal and Telecommunications Regulatory Authority (ARPT) held an information session on April 15 with importers, installers, and users of PMR (Private Mobile Radio) equipment to reinforce national regulatory requirements. The meeting, hosted at ARPT headquarters, was designed to clarify legal obligations around the importation, installation, and operation of radio communications equipment.
Legal Obligations for PMR Operators
During the meeting, ARPT leaders outlined specific legal steps required before any PMR equipment can be used or sold in the country. According to Article 65 of Law L/2015/018/AN, both individuals and businesses must follow a structured approval process:
- Importer approval is required before bringing PMR equipment into Guinea.
- Equipment approval must be secured before the devices are used.
- Installer approval is mandatory for anyone connecting or setting up a PMR network.
- Frequency authorization is needed before a network can operate, as spectrum is a limited and regulated resource.
The agency made it clear that the purpose of these requirements isn’t to restrict business, but to ensure user safety, protect public health, and prevent interference across telecom networks.
Retailers and Resellers Must Verify Approval Status
Ousmane Traoré, Director of Technical Inspection, warned that retailers bear responsibility for verifying the approval status of any equipment they sell. Suppliers must provide proper documentation, and retailers are expected to request proof of certification from ARPT. Non-compliance could result in liability for the retailer or importer.
Enforcement Timeline and Next Steps
To support compliance, ARPT is granting a two-month grace period for stakeholders to meet all requirements. An awareness campaign is also being rolled out in partnership with trade unions, freight forwarders, and telecom vendors to ensure widespread understanding of the new expectations.
