Eswatini: Proposed Decision on 2G and 3G Network Retirement

The Eswatini Communications Commission (ESCCOM) has released a draft decision to retire legacy mobile telecommunications networks (2G and 3G) as part of its commitment to modernizing the country’s telecommunications sector. The proposal, stemming from Section 38 of the ESCCOM Act (2013), also includes guidelines for spectrum allocation under the National Frequency Allocation Plan (NFAP) and updates on commercial 5G deployments.

The plan emphasizes transitioning to advanced technologies that offer higher efficiency and better align with modern customer needs, freeing up spectrum for initiatives with greater socio-economic value. 

Sunset Timeline for Network Retirement

2G Phase-Out 

  • Start Date: December 1, 2025 
  • Completion Date: December 31, 2026 
  • Import Ban: Importation and type approval of 2G-only devices will cease by December 31, 2024. 

3G Phase-Out 

  • Start Date: December 1, 2027 
  • Completion Date: December 31, 2028 
  • Import Ban: Importation and type approval of 3G-only devices will also cease by December 31, 2024. 

Directives for Operators

To facilitate the retirement of legacy networks, ESCCOM has outlined specific obligations for operators: 

Customer Communication: 

  • Develop communication plans to notify customers about the phase-out timelines for 2G and 3G. 
  • Provide guidance on transitioning to newer technologies to minimize service disruptions. 

Infrastructure Decommissioning: 

  • Decommission outdated infrastructure, including base stations and switching equipment. 
  • Ensure proper disposal of equipment in compliance with environmental regulations. 

Coordination and Reporting: 

  • Submit regular progress reports to ESCCOM, including updates on network migration, customer migration statistics, and any challenges encountered. 
  • Maintain open communication with the Commission throughout the transition process.
