The National Telecommunications Regulatory Authority (NTRA) of Egypt has recently revealed a new policy aimed at raising service quality and protecting consumers by prohibiting dealing with new mobile phones that are not internationally certified. Starting February 1st, the NTRA will put these technical measures into effect to ensure that all mobile phones sold and used in Egypt are international standard compliant as much as possible, including those of the Global System for Mobile Communications Association (GSMA).

This effort aligns with the NTRA’s strategic goals of protecting consumers’ rights, improving service quality and preventing risks that may result from the use of non-standard devices. Non-standard phones are harmful to the service quality and may even be harmful to the users’ health.
How Consumers Can Protect Themselves
- IMEI Verification: In order to protect consumers, the NTRA has advised them to check the 15-digit IMEI number of new mobile phones through the “Telephony” app before making the purchase. This helps the buyers to check whether the phone is compliant with the required standards.
- Tax Invoice: Purchasers of new mobile phones are advised to ask for a tax invoice in order to prove that the product is original and compliant with the set standards.
Implications for Traders and Distributors
The NTRA has issued a strong warning to traders and distributors not to deal with non-compliant mobile phones. Legal measures will be implemented in collaboration with the Consumer Protection Agency (CPA) to safeguard consumers’ rights. This is because dealing with devices that have not met the required standards is illegal according to Telecommunication Regulation Law No. 10 of 2003 that prohibits the sale or distribution of telecommunication equipment without the required permits.
