During a national press briefing, Guido Gómez Mazara, President of the Dominican Telecommunications Institute (INDOTEL), outlined a sweeping series of initiatives designed to transform the telecommunications landscape in the Dominican Republic. The reforms prioritize public access, digital equity, and regulatory modernization in alignment with the government’s national development goals.

Expanding Access Through Telemedicine and Connectivity
A key component of the initiative is a pilot telemedicine project, launched in collaboration with the University of Cincinnati. This program aims to bridge healthcare access gaps by enabling remote medical consultations and diagnostics in underserved areas. The use of digital platforms in medical service delivery underscores INDOTEL’s commitment to deploying telecommunications as a tool for social impact.
In tandem, the government has announced a second national internet connectivity tender, backed by a $20 million investment from the Inter-American Development Bank (IDB). The goal is to extend internet infrastructure to unconnected regions, ensuring equitable access to essential digital services such as education, healthcare, and employment.
Strengthening Spectrum Control and Institutional Connectivity
Gómez Mazara detailed additional measures to enhance national telecom security and infrastructure oversight. These include:
Expanded Digital Terrestrial Television (DTT) coverage
Widespread fiber optic deployment
Internet installations at law enforcement facilities
Signal jammers in correctional facilities
Intensified radio spectrum monitoring
He also introduced a new plan focused on radio sovereignty in border areas, reinforcing the administration’s broader strategy on territorial and digital sovereignty.
Modernizing the Regulatory Framework
In a significant regulatory move, INDOTEL is prioritizing the update of General Telecommunications Law No. 153-98. The modernization aims to foster private sector investment and bring national regulations in line with international standards. The revised legal framework will reflect contemporary technological realities and support the country’s digital transition.
These actions are structured around four core pillars: closing the digital divide, enabling public institutions through connectivity, enhancing telecommunications security, and ensuring robust spectrum oversight. Together, they represent INDOTEL’s vision for a modern, inclusive, and resilient telecommunications sector.
