Curaçao has revised its National Decree on Designated Telecommunication Services, an important change in the telecom regulations of the country. The previous decree, which was adopted in 1995, obliged telecom providers to provide telephony, telex and telegraph services. Since the internet is considered as a vital service, it has been made to be part of the list of telecommunication services that must be provided, while telex and telegraph services have ceased.

Ensuring Quality Standards for Internet Services

With this update, internet services in Curaçao are now subject to regulatory oversight. The Regulatory Authority of Curaçao (RAC) oversees supervising service quality and ensuring that providers comply with set quality standards. If a provider fails to comply, the Minister has the right to act. If a customer has internet problems, the first action to take is to report the problem to the telecom provider.  

If the issue is not resolved, they can file a complaint with RAC through www.rac.cw. RAC requires customers to follow a step-by-step process before submitting a complaint, as internet quality can be affected by multiple factors. Once a complaint is filed, RAC will coordinate with the provider to investigate and resolve the issue. 

Introduction of Number Portability

Another important change is the provision of number portability, which enables the subscribers to retain their phone numbers on changing the telecom operators. Although the technical implementation for the service is ongoing, RAC will give more details on the service when it is available.
