The Communications Regulatory Commission (CRC) of Columbia has released a document outlining proposed updates to the Technical Regulations for Internal Telecommunications Networks (RITEL). This initiative aims to enhance telecommunications infrastructure in Colombian homes by adapting regulations to new technological advancements and construction trends.

Why the RITEL Update Matters

Since its implementation in 2019, RITEL has set the minimum technical conditions for telecommunications infrastructure in residential buildings. However, rapid technological advancements and shifts in real estate development have highlighted the need for updates. The review focuses on modernizing requirements to reflect: 

  • The rise of fiber optics and 5G, which enable more efficient network deployment with less physical space. 
  • Trends in urban housing, including smaller, higher-density living spaces that require adaptable infrastructure. 
  • Reducing barriers for telecommunications providers while maintaining high service standards for users. 

Proposed Changes and Regulatory Impact Analysis

Following the Regulatory Impact Analysis (RIA) methodology, the CRC has identified alternative solutions to improve RITEL. The proposed updates focus on: 

  • Revising minimum design standards for telecommunications networks in new and existing buildings. 
  • Simplifying regulatory requirements to reduce administrative burdens and encourage market competition. 
  • Enhancing network deployment efficiency, making it easier for service providers to expand coverage.

The CRC is inviting feedback from stakeholders on the proposed RITEL updates. Interested parties can submit comments until Friday, April 11, 2025, through the following channels:
