Colombia’s Communications Regulatory Commission (CRC) has introduced its latest roadmap of regulatory initiatives that will shape its 2024–2025 agenda. Designed to support an updated, flexible, and convergent regulatory framework, this roadmap focuses on streamlining oversight in telecommunications, postal services, and television audiovisual content.

Stakeholder Engagement Through Public Consultation
To ensure that the roadmap aligns with industry needs, the CRC has launched a public consultation process, open until July 21, 2025. Stakeholders are invited to prioritize the relevance and urgency of each proposed regulatory initiative by submitting feedback through an online form.
The CRC emphasized that this participatory approach is crucial to maintaining a regulatory environment that is not only current but also aligned with stakeholder interests. This initiative is part of the CRC’s broader strategy to promote simplified, optimized, and inclusive regulation.
Key Regulatory Focus Areas in the CRC’s Roadmap
One of the central components of the roadmap is the streamlining of regulatory obligations. A major reform to Resolution CRC 5050 of 2016 led to the elimination or modification of over 90 articles, removing outdated requirements and reducing the regulatory burden by approximately 12.8%. Highlights include:
Integration of fixed and postpaid mobile services under a unified contract format.
Simplified IMEI registration processes, especially for devices purchased abroad.
Termination of automatic blocking for non-homologated terminal equipment.
Reduced annual reporting requirements for small ISPs (from 12 to 4 files) effective January 1, 2026.
Aligned criteria for the regulatory sandbox covering both telecom and audiovisual content sectors.
These measures aim to make compliance more manageable while increasing transparency and reducing operational friction for service providers.
Unified Regulation for Telecom and Audiovisual Sectors
The roadmap furthers the CRC’s push for convergent regulation, enabling more coherent oversight across telecommunications and media services. This includes harmonizing processes and eliminating redundancies between legal frameworks that govern content and connectivity, allowing for more consistent and adaptable rulemaking.
Evidence-Based Policy Design
As part of its institutional strengthening, the CRC is placing greater emphasis on regulatory impact assessments. This includes cost-benefit analyses, competitive impact evaluations, and enhanced public consultation processes. The CRC aims to align more closely with OECD regulatory best practices, making Colombian regulation more transparent and data-driven.
