Colombia’s Communications Regulatory Commission (CRC) has issued Resolution 7777 of 2025, setting forth a strengthened regulatory framework aimed at improving the quality and availability of telecommunications networks across the country. The new measures focus on modernizing network performance monitoring, encouraging operators to make targeted improvements, and enhancing transparency for users.

Precision Monitoring by Municipality

A key regulatory shift under Resolution 7777 is the change in how mobile access network availability is measured. The availability indicator will now be calculated at the municipal level in regions where Mobile Telecommunications Network and Service Providers (PRSTM) operate 4G infrastructure. This adjustment allows for localized network performance assessments and enables the CRC to better identify service gaps. The CRC has simultaneously removed availability requirements for fixed services, narrowing its regulatory focus to mobile networks—the dominant service choice among Colombian users.

To reflect the evolving telecom landscape, the CRC has expanded its oversight to include newer technologies. Elements operating with 5G, low- and medium-Earth orbit satellites, geostationary satellites, and Fixed Wireless Access (FWA) are now subject to monitoring. This ensures a more comprehensive evaluation of service provision methods, particularly in rural and remote areas.

Tighter Requirements for Improvement Plans

Operators must now meet revised conditions when submitting improvement plans if their 4G mobile networks fail to meet the required availability levels. These changes aim to reduce service disruptions and accelerate corrective actions by prioritizing user impact and operational efficiency.

Starting in January 2026, CRC will begin monitoring the quality of 5G networks using crowdsourced data. Indicators such as latency, upload/download speeds, jitter, and packet loss will be collected for informational purposes, offering insights into the rollout and performance of next-generation networks without introducing new compliance obligations for operators. Simultaneously, regulatory monitoring of 3G network performance indicators will be phased out, aligning the CRC’s focus with current market realities.

Greater Transparency for Consumers

To increase public access to performance data, the CRC has integrated a new module into its “I Measure Quality” platform. This tool displays the availability of network access elements and the associated impacts at the municipal level, fostering informed consumer engagement.

CRC Commissioner Claudia Ximena Bustamante emphasized the regulatory body’s commitment to user-centric digital progress: “The adoption of this new package of measures represents a decisive step in the continuous improvement of telecommunications services in Colombia… facilitating effective decision-making by operators to optimize availability and performance.”
