On June 26, 2025, China’s Ministry of Industry and Information Technology (MIIT), along with four other national departments, issued new guidance aimed at accelerating the enforcement of the updated mandatory national standard for electric bicycles “Technical Specifications for Safety of Electric Bicycles” (GB 17761-2024). The joint document, titled “Opinions on Strengthening the Implementation of Mandatory National Standards for Electric Bicycles and Accelerating the Supply of New Products,” outlines a coordinated effort to mitigate safety risks and enhance the market supply of compliant models.

Regulatory Scope and Industry Alignment
The “Opinions” detail a comprehensive strategy across seven regulatory domains:
Production controls and compliance enforcement
Certification and testing capacity adjustments
Sales and registration supervision
Old vehicle replacement programs
Consumer protection mechanisms
Long-term industry oversight systems
These measures are designed to synchronize all segments of the electric bicycle industry with the 2024 standard and foster a safer and more sustainable regulatory environment.
Certification and Compliance Acceleration
Manufacturers are being urged to align product development with GB 17761-2024 and initiate China Compulsory Certification (CCC) applications without delay. Testing and certification bodies are similarly expected to strengthen their capacity and processes in line with the updated specifications. The initiative is structured to expedite the launch and market approval of compliant electric bicycles while assisting manufacturers in managing existing inventory of non-compliant models.
Sales Oversight and Product Quality Enforcement
The initiative includes rigorous enforcement mechanisms targeting non-compliant manufacturing practices. Authorities will publicly expose violations, such as unauthorized modifications and failure to meet mandatory standards, to reinforce deterrence and transparency. Product registration is also now subject to stricter scrutiny, including verification of invoices, product documentation, and CCC certification, preventing improper classification of electric mopeds or motorcycles as bicycles.
Promoting Standard-Compliant Product Transition
To aid in market transition, the policy supports old-for-new replacement programs. Consumers are encouraged to trade in non-compliant electric bicycles for new, standards-compliant models produced by manufacturers that meet MIIT’s Electric Bicycle Industry Standard Conditions.
Moving forward, MIIT will continue working with stakeholders to monitor progress, ensure implementation, and support the production and availability of certified electric bicycles that meet the national standard, contributing to a safer and higher-quality electric bicycle sector.
