The National Certification and Accreditation Administration (CNCA) has released the Implementation Rules for Compulsory Product Certification for Mobile Power Supplies, Lithium-Ion Batteries, and Battery Packs (Trial) (CNCA-C09-02:2025). These rules will take effect on August 15, 2025, replacing the provisions in CNCA-C09-01:2023 for these product categories.
Designated certification bodies will be required to develop and file specific certification procedures based on the new rules before issuing certificates. Existing valid CCC certificates will remain valid and will be transitioned during renewals or when changes occur in products or applicable standards.

Scope of Application
The new rules apply to:
Mobile power supplies (power banks)
Lithium-ion batteries
Lithium-ion battery packs
Products covered must comply with the applicable safety and performance standards listed in the rules, which reference GB/T and GB standards for electrical safety, mechanical integrity, environmental performance, and labeling requirements.
Certification Model and Unit Division
Certification will follow a model of type testing + initial factory inspection + post-certification follow-up inspection.
Type testing must be conducted at CNCA-designated laboratories.
Factory inspections will assess quality management systems, production consistency, and compliance with technical documentation.
Product families will be grouped into certification units based on design, function, and key components to ensure uniform assessment.
Certification Process
Application Submission: Applicants must submit product specifications, technical drawings, safety test reports, and production quality control documents.
Type Testing: Products undergo safety and performance testing to verify compliance with referenced standards.
Factory Inspection: Initial audits review production facilities, quality control, and testing capabilities.
Evaluation & Decision: Certification bodies assess results and issue CCC certificates.
Manufacturer Classification and Compliance
The CNCA introduces manufacturer classification to determine the frequency and intensity of follow-up inspections. Classification will be based on quality system maturity, compliance history, and product risk level.
Ongoing compliance will be ensured through:
Annual factory audits
Market surveillance
Random sampling for testing from production sites or the market
Frequency of supervision may be increased for higher-risk products or lower-rated manufacturers.
CCC Marking
Manufacturers must apply the approved CCC mark in accordance with CNCA guidelines. Variations in mark design must be authorized. Misuse or unauthorized alteration of the mark will be subject to penalties.
