The Ministry of Industry and Information Technology (MIIT) of China has issued a notice (MIIT Letter [2025] No. 203) to provincial and regional industry authorities requesting the submission of typical application cases of remanufactured electromechanical products. This effort supports China’s broader green industrial agenda under the “14th Five-Year Plan for Industrial Green Development” and key environmental legislation.

Driving Circular Economy Through High-End Remanufacturing

The MIIT defines remanufacturing as the advanced, professional restoration or upgrade of used parts to equal or superior performance compared to original new products. These remanufactured products must comply with China’s national safety, energy efficiency, water conservation, and environmental standards. Additionally, the products must possess clear intellectual property rights or proprietary technologies.

The focus is on showcasing high-end intelligent equipment such as:

  • Tunnel boring machines

  • Industrial robots

  • Wind turbines

  • Metallurgical and mining equipment

  • CNC machine tools

  • Oil and gas field equipment

  • Internal combustion engines

Each case should highlight the performance, cost-effectiveness, and environmental benefits of remanufactured equipment, with emphasis on replicability and commercial potential.

Eligibility and Product Requirements

Only companies with a strong credit record and no regulatory violations in the past three years may apply. Products featured in the case submissions must:

  • Have been in actual operation for over a year

  • Demonstrate measurable economic or social benefits

  • Be free from quality, safety, or environmental incidents

Submission Guidelines and Deadlines

Provincial industry departments must coordinate with local manufacturers to collect, evaluate, and submit no more than five typical cases per region. Required documents include:

  • An official recommendation document

  • A completed summary table (Appendix 1)

  • A detailed application form for each case (Appendix 2)

Submissions must be physically stamped and sent to the MIIT’s Department of Energy Conservation and Comprehensive Utilization by September 1, 2025. Electronic versions of the documents must also be emailed to zyzhly@miit.gov.cn.
