The Certification and Accreditation Administration of the People’s Republic of China (CNCA) has announced a pilot reform to enhance the Compulsory Product Certification (CCC) system. This initiative aims to improve product quality safety, prevent counterfeit certification marks, and facilitate easier access to certification information for the public and regulatory bodies. The reform mandates the integration of a traceability QR code alongside the traditional CCC mark for specific product categories.
Pilot Products and QR Code Implementation
The pilot program specifically targets mobile power supplies (power banks), electric bicycles and their safety accessories, and gas combustion appliances and their safety accessories. Under the new guidelines, designated certification bodies and certified enterprises must place a traceability QR code immediately to the right of the CCC mark.
These two elements must be contiguous and inseparable, ensuring the pattern remains clear and intact. Scanning the QR code will allow users to access crucial product information, including the certification certificate number, producer name, product model, certificate status, and the issuing agency.
Timeline and Compliance Requirements
The implementation of this reform will occur in phases. Starting March 1, 2026, all newly certified products within the pilot categories must bear the CCC traceability QR code before they can be manufactured, sold, imported, or used in other business activities. By March 1, 2027, this requirement will extend to all certified products within the pilot scope, regardless of when they were initially certified.
Products that were already marked and distributed under the previous requirements prior to the 2027 deadline will not require retroactive modification. Certification bodies are instructed to establish robust information platforms to manage these changes, while enterprises must update their internal management systems to ensure strict compliance and accurate record-keeping.
