On May 31, 2026, the Certification and Accreditation Administration of China (CNCA) issued Announcement No. 7 of 2026, formally expanding the scope of mandatory product certification (CCC certification) to include mobile power banks and associated lithium-ion batteries and battery packs. The announcement introduces a new mandatory national standard and updated implementation rules that will reshape compliance requirements for manufacturers and importers targeting the Chinese market.

This regulatory action reflects China’s continuing efforts to strengthen product safety oversight in the consumer electronics sector, particularly for energy storage products that have been subject to increased scrutiny due to fire and safety risks associated with lithium-ion technology.

New Mandatory Standard: GB 47372-2026 Safety Technical Specifications

The cornerstone of this regulatory update is the new mandatory national standard GB 47372-2026, “Safety Technical Specifications for Portable Power Banks.” This standard will come into effect on April 1, 2027, establishing uniform safety requirements for portable power bank products across the Chinese market.

GB 47372-2026 has been added to the applicable standards for CCC certification alongside the existing standards GB 4943.1 (IT equipment safety) and GB 31241 (safety requirements for lithium-ion cells, batteries, and battery packs used in portable electronic products). The addition of this dedicated power bank standard signals a more rigorous and product-specific approach to safety certification for this category.

CCC Certification Scope: Products and Applicable Standards

The updated CCC certification catalog now covers three product categories:

Mobile Power Banks – Category Code 0914

Portable power systems designed to be carried by users, consisting of lithium-ion batteries or battery packs, associated circuits, and an enclosure. Products must provide stable DC and/or AC output, weigh no more than 18 kg, and have a total rated battery capacity exceeding 600 mAh. The scope includes conventional power banks, portable energy storage units, and camping mobile power banks.

  • Applicable standards: GB 4943.1, GB 31241, GB 47372

Lithium-Ion Batteries for Portable Electronic Products – Category Code 0915

Lithium-ion batteries and battery packs used in portable office products, mobile communication devices, and portable audio/video equipment. E-cigarette batteries are explicitly excluded from this scope.

  • Applicable standard: GB 31241

Lithium-Ion Batteries for Mobile Power Banks – Category Code 0916

Battery cells and packs specifically intended for use within mobile power bank products, including power banks, portable energy storage, and camping mobile power banks.

  • Applicable standards: GB 31241, GB 47372

Transition Timeline and Updated Implementation Rules

CNCA has released revised implementation rules under reference CNCA-C09-02:2026. The transition is structured in two phases:

  • May 31, 2026 – March 31, 2027: Certification bodies may conduct CCC activities under either the old rules (CNCA-C09-02:2025) or the new rules (CNCA-C09-02:2026), based on the applicant’s preference.
  • From April 1, 2027: All CCC certification must be conducted exclusively under the new implementation rules.

Products already holding CCC certification under the old rules must complete supplemental testing per the new rules and convert their certificates before April 1, 2027. For Category 0915 (portable electronics batteries), conversion may occur through natural transition methods such as product changes or certificate renewal on expiration.

Impact on Global Manufacturers and Market Access

This regulatory update has direct implications for any manufacturer or brand exporting portable power products to China. Mobile power banks as a standalone mandatory CCC category means that products can no longer rely solely on voluntary testing or existing battery certifications for market entry. Full CCC certification – including factory inspections and product testing against GB 47372-2026 – will be required.

For global manufacturers, GB 47372-2026 adds another jurisdiction-specific safety standard to navigate alongside IEC 62368-1, UL 2056, and other international frameworks. Companies with existing CCC certification for related battery products (Category 0915) should audit whether their certificates remain valid or require conversion under the new rules.

With the April 1, 2027 implementation deadline, manufacturers are advised to engage with accredited Chinese certification bodies as early as possible to assess testing requirements, schedule factory audits, and ensure uninterrupted market access.
