On November 12, 2025, the State Administration for Market Regulation (SAMR) of China released the results of its second-phase market inspection targeting the validity of mandatory product certifications. This initiative aligns with regulatory mandates under the “Regulations on Certification and Accreditation” and the “Regulations on the Administration of Compulsory Product Certification.” The checks were designed to ensure manufacturers uphold quality and safety standards and to evaluate the performance of certification bodies.

Key Findings from the 2025 Inspection Round

SAMR inspected the certification validity of 3,001 product batches, focusing on categories covered under China’s Compulsory Certification (CCC) scheme. These included:

  • Household gas stoves

  • Electric bicycles

  • Fire extinguishers

  • Wires and cables

  • Small appliances

  • Lamps

  • Electric blankets

  • Children’s smartwatches

  • Electric heaters

The inspection covered 73.5% of the certification bodies involved in CCC activities. An additional 123 product batches in the low-voltage components and power tools sector were audited under the self-declaration evaluation pathway.

Certification Revocations and Enforcement Actions

Where non-compliance was identified, SAMR communicated the findings to the relevant certification bodies, requiring them to:

  • Conduct traceability analysis and risk assessment of the affected certifications

  • Reinforce manufacturer accountability for safety and quality

  • Implement stricter quality control measures within certification workflows

Following these findings, 1,557 CCC certificates were revoked due to product or manufacturer non-compliance.

Restrictions and Suspension of Re-Certification

For cases deemed seriously non-compliant:

  • Affected products are barred from certification reapplication for six months.

  • Products with revoked self-declarations may not be re-submitted during the same period.

  • Manufacturers are obligated to cease production, import, or sale of affected products immediately and must undertake risk assessment and corrective actions as required by law.

These enforcement measures are part of China’s ongoing efforts to tighten compliance in the CCC scheme and elevate certification integrity through both planned audits and market surveillance initiatives.
