The State Administration for Market Regulation (SAMR) in China has announced major adjustments to the Compulsory Product Certification (CCC) system. These changes aim to enhance product quality and safety oversight by mandating third-party certification for a broader range of product categories.
Starting January 1, 2027, 16 new product types will require CCC certification before they can be manufactured, sold, imported, or used in commercial activities. The affected products include:
Fuses, small-power electric motors, electric drills, electric grinders, and electric hammers
DC arc welding machines, TIG and MIG/MAG arc welding machines, and plasma arc cutting machines
Automotive safety glass, seat belts, external lighting and signaling devices, indirect visibility devices, seats and headrests
Vehicle driving recorders and vehicle reflective markings
All self-declaration routes for these products in the “Compulsory Certification Product Conformity Self-Declaration Information Reporting System” will be cancelled.
Transition Timeline and Certification Process
To support a smooth transition:
Designated certification bodies will begin accepting CCC certification applications for these products starting July 1, 2026.
Certification bodies will be required to use existing self-declaration evaluation results, where applicable, to streamline the issuance of CCC certificates, provided quality and risk controls are met.
The system will permanently close self-declaration submissions for these product types.
By December 31, 2026, all affected companies must convert existing declarations into valid CCC certificates and proactively cancel any previous self-declarations. Products already manufactured (and no longer in production) under valid self-declarations may continue to be sold without conversion.
