On October 23, 2025, the Certification and Accreditation Administration of China (CNCA) issued Announcement No. 25 of 2025 outlining strict measures for the management of Compulsory Product Certification (CCC) for electric bicycles. This move follows national efforts to accelerate the adoption of newer, safer electric bicycle models in accordance with updated national standards.
New Compliance Deadline Based on Updated Standards
China has updated its safety regulations for electric bicycles under the national standard GB17761-2024. Manufacturers and importers are allowed to sell electric bicycles that comply with the older standard but only if produced or imported before August 31, 2025. These units may remain on the market until November 30, 2025. After that, only products compliant with the updated 2024 version will be allowed.
Mandatory Cancellation and Revocation of Certificates
To enforce the transition:
All CCC certificates based on the old standard will be canceled by December 1, 2025.
Any suspended certificates that cannot be reinstated will be officially revoked by the same date.
Electric bicycle sellers must stop all sales of models with canceled or revoked certification immediately.
Market Enforcement and Legal Ramifications
Market supervision authorities across China are tasked with monitoring and enforcing these new certification rules. Any violations, such as continued sales of non-compliant electric bicycles, will be subject to legal penalties.
This initiative reflects a coordinated effort among multiple government bodies, including the Ministry of Industry and Information Technology and the State Administration for Market Regulation, to phase out outdated models and improve consumer safety through strict certification oversight.
