The Utility Regulation and Competition Office (URCO) in the Cayman Islands has released an updated consultation paper outlining its draft licensing framework for satellite-based telecommunications providers. This follows an initial round of stakeholder feedback from the consultation first launched in November 2024.

Key Proposals in the Draft Framework

With the extended consultation period now open through 9 May 2025, URCO is encouraging feedback from industry participants and the public to help shape a regulatory model that supports innovation, promotes service clarity, and enhances the country’s digital resilience. 

The revised consultation addresses several core components of the satellite services licensing approach, including: 

  • Introduction of a new license category tailored for Satellite Service Providers (SSPs) 
  • A refined spectrum fee structure and simplified application process 
  • Updated guidance on the regulation of Very Small Aperture Terminals (VSATs) 
  • Redefined service categories to improve clarity and maintain technology neutrality 
  • Policy considerations related to local traffic routing and how it may apply in a satellite context 
  • Framework provisions supporting disaster resilience, innovation, and consumer protection
