Cape Verde’s Multisectoral Regulatory Agency for the Economy (ARME) has launched a public consultation on its revised Quadro Nacional de Atribuição de Frequências (QNAF), or National Frequency Allocation Framework. The consultation period runs for 38 days, from December 23, 2025, to January 30, 2026, allowing stakeholders to review and submit comments on the proposed updates.

National Consultation on Frequency Use Now Open

As the national body responsible for spectrum management, ARME is tasked with ensuring the efficient and effective use of the radiofrequency spectrum, in line with international obligations and national policy. The current revision responds to decisions made during the 2023 World Radiocommunication Conference (WRC-23) and seeks to align with the latest edition of the ITU Radio Regulations (RR-2024).

Key Regulatory Updates in the QNAF

The updated QNAF introduces several regulatory and technical adjustments that reflect both international resolutions and local market demands. These include:

  • PPDR Band Allocation: Formal designation of the 380–470 MHz band for Public Protection and Disaster Relief (PPDR) communications.

  • New Mobile Service Bands: Multiple new frequency bands have been reserved for mobile services:

    • 2300–2400 MHz

    • 3300–3400 MHz

    • 4800–4990 MHz

    • 66–71 GHz
      For all these bands, spectrum rights will be assigned through a public tender or auction process, and license holders must obtain a Direito de Utilização de Frequência (DUF).

  • IoT Applications: The 863–870 MHz band has been identified for IoT applications, in alignment with recommendations from the African Telecommunication Union (ATU).

  • WRC-23 Resolutions: The framework incorporates resolutions approved at WRC-23, updating international coordination and spectrum harmonization practices.

In addition, ARME has included relevant international footnotes from the ITU Radio Regulations directly in the annex of the QNAF. This is intended to provide clarity for users by eliminating the need to consult external documents for interpretation.

Technical Framework for Spectrum Allocation

The revised QNAF provides detailed band-by-band assignments that specify authorized radiocommunication services, application types, and applicable licensing requirements. For each frequency range, the framework indicates whether services are classified as primary or secondary and includes relevant ITU footnotes that define usage conditions, interference protections, and international harmonization standards.

Notably, the updated framework includes planning notes that outline national and international norms, conditions for DUF issuance, and the regulatory basis for future allocation of frequencies for both public and non-public electronic communications services.
