Burundi’s Telecommunications Regulation and Control Agency (ARCT) has officially enacted Ordinance No. 580/01 as of April 17, 2025. This regulation governs the management of radio electronic and terminal equipment connectable to public telecommunications networks. It applies to a wide range of devices including mobile phones, tablets, and modems, and introduces strict compliance obligations for manufacturers, importers, distributors, and vendors.

Core Regulatory Objectives

The ordinance is designed to address several national priorities:

  • Prevent the entry and circulation of counterfeit or substandard telecommunications devices.

  • Protect user safety and health by ensuring equipment compliance with technical standards.

  • Deter mobile device theft by improving traceability and control.

  • Support fair market competition and enhance service quality.

Mandatory Type Approval and Import Control

Under the ordinance, all radio and terminal equipment must receive prior type approval from ARCT before being imported, sold, or distributed in Burundi. Importers must obtain an import authorization in advance, and selling such equipment without approval is now explicitly prohibited.

Enforcement and Compliance Measures

Entities involved in equipment sales must secure a seller’s certificate from ARCT. Additionally, any third-party applicant seeking certification outside of manufacturers, sellers, or end users must hold an explicit authorization issued by the agency.

The ARCT has urged all stakeholders to take immediate steps to align with the new requirements. Non-compliance will be met with regulatory sanctions as outlined in national law. The agency has made information on certification and authorization procedures available through its official website.
