Burundi has introduced a comprehensive regulatory framework requiring mandatory type approval and import authorization for all radio equipment and electronic communication terminals intended for connection to public networks. Issued by the Ministry of Communication, Information Technology and Media, Ministerial Order No. 580/01 outlines a detailed system of oversight to ensure product compliance, combat counterfeit devices, and protect consumers and national infrastructure.

Scope of Applicability

The new rules apply to a broad range of stakeholders, including manufacturers, importers, distributors, network operators, and device users. Any radio or terminal equipment intended for the domestic market, whether imported or locally manufactured, must be approved by ARCT before it can be connected to a public network or placed on the market. The regulation aims to ensure network interoperability, protect consumer safety, and combat the circulation of counterfeit and substandard devices.

Temporary-use equipment is the only category exempt from prior approval, as specified under Article 14 of the ordinance.

Mandatory Type Approval and Import Authorization

All radio and terminal equipment must be approved by ARCT before being connected to public networks or entering the Burundian market. The regulation strictly prohibits manufacturing, importing, advertising, distributing, or selling unapproved devices.

To obtain approval, applicants must submit:

  • Technical documentation and equipment samples

  • Certificates of conformity with international standards (e.g., ITU, ETSI, IEEE)

  • Laboratory test reports from certified labs

  • Proof of authorization if the applicant is not the original manufacturer

ARCT is also responsible for maintaining a national database of approved equipment, which is subject to regular updates.

Combating Counterfeits and Unauthorized Sales

The ordinance sets strict measures to fight the spread of counterfeit, substandard, or altered equipment. All devices must be registered in ARCT’s national equipment registry, and sellers must obtain a certificate issued by ARCT to operate legally. Regular inspections will be conducted to ensure only authorized products are imported, stored, and sold.

Mobile network operators are required to establish Equipment Identity Registers and collaborate with ARCT to detect and block unauthorized devices. They must also notify subscribers of the legitimacy of their devices and support initiatives to disconnect counterfeit terminals from national networks.

To support public verification, ARCT will launch a national platform that consumers can use to confirm the authenticity of their devices using unique identifiers.
