The National Telecommunications Agency (ANATEL) has established new certification requirements for Access Terminal Stations (ETA) and cellular mobile devices to incorporate emerging technologies to support Internet of Things (IoT) applications. Act No. 2105 was issued on February 14, 2025, to expand the connectivity options for terrestrial and satellite based IoT solutions.

Key Updates in Certification Requirements
The new regulation also entails product conformity assessments for devices that employ new and advanced communication technologies such as:
5G NB-NTN (Narrow Band Non-Terrestrial Networks)
- Combines the power efficient NB-IoT protocol with satellite networks
- Improves IoT coverage in the remote and hard to reach areas
- Facilitates important applications like remote patient monitoring and inventory management.
5G RedCap (Reduced Capability)
- Intended for low complexity IoT devices that are to have 5G connectivity
- Reduces power consumption and hence the overall hardware costs
- For industrial sensors, wearables and automation control devices.
4G LTE Cat 1bis
- A cost efficient step from LTE Cat 1 that operates with a single receive antenna.
- Reduces power consumption and is suitable for asset tracking and smart home applications.
Ensuring Compliance with Global Standards
Act No. 2105/2025 amends the normative references for the certification of ETAs and mobile devices. This guarantees that the laboratory testing is in conformity with the current 3GPP standards thus making sure that Brazil’s regulatory framework is in sync with the global developments.
