Brazil: New Certification Requirements for Mobile Devices

The Brazilian National Telecommunications Agency (Anatel) has announced significant updates to the certification requirements for mobile devices and access terminal stations. As outlined in Act No. 14430, effective April 6, 2025, only devices that support 4G technology or higher will be eligible for certification.

Key Provisions of Act No. 14430/2024

  • Compatibility Requirement: From the specified date, all new cellular devices and access terminal stations must be compatible with 4G or greater technologies. 
  • Legacy Technology Inclusion: Devices equipped with 2G and 3G technology may still be certified if they also include 4G functionality. 
  • Transition Strategy: This initiative aims to facilitate a smoother transition away from outdated technologies while ensuring users can continue to access modern network services. 

Objectives of the New Regulations

The primary goals behind these updated certification requirements include ensuring that newly certified equipment can function with current and future telecommunications standards (4G and 5G). The updates also focus on consumer protection by preventing disruptions in service as providers phase out older network technologies, thus safeguarding user investments in telecommunications products. 

This regulatory change reflects Anatel’s commitment to advancing Brazil’s digital transformation by encouraging the adoption of modern technologies. It responds to stakeholder feedback collected during public consultations aimed at enhancing the telecommunications infrastructure in Brazil. 

While the update does not mandate the immediate shutdown of existing 2G and 3G networks, it signals a clear direction toward upgrading Brazil’s telecommunications capabilities to meet emerging market demands and improve consumer experiences.
