Brazil’s National Institute of Metrology, Quality and Technology (Inmetro) has published Portaria No. 231, of April 13, 2026, approving a new consolidated Technical Quality Regulation (RTQ) and Conformity Assessment Requirements (RAC) for LED lamps and luminaires. Issued by the Ministry of Development, Industry, Trade and Services, the measure was published in the Diário Oficial da União on May 5, 2026, and enters into force on that same publication date.
It follows Public Consultation No. 40, issued October 17, 2025, and sets out a phased transition that will fully revoke the prior Portaria Inmetro No. 69/2022 after 48 months. For manufacturers, importers, distributors, and online retailers of LED lighting products, the update reshapes certification, labeling, and market surveillance obligations across the board.
What Portaria No. 231/2026 Approves
The Portaria approves three linked instruments: the Technical Quality Regulation (Annex I), which sets mandatory requirements for product performance, safety, and electromagnetic compatibility; the Conformity Assessment Requirements (Annex II), which govern certification; and the specifications for the conformity identification seal, issued in the form of the National Energy Conservation Label, or ENCE (Annex III). Suppliers of LED lamps and luminaires must comply fully with the consolidated Regulation.
Expanded Scope for LED Lamps and Luminaires
The Regulation applies to LED lamps with a non-detachable integrated control device, of any dimension or format, with fixed or variable color temperature or color-changing (RGB or multichromatic) systems, designed to operate on 60 Hz alternating current networks at 127V and/or 220V, on voltage ranges that include those levels, or on direct current, using base types such as G5, G9, G13, B15d, B22d, E11 through E40, GU10, GZ10, and GX53, among others listed in the Regulation. Lamps fall under the Regulation for indoor use.
For the first time, the scope also extends to LED luminaires designed for general or decorative lighting, for both indoor and outdoor use, fitted with an integrated, embedded, or independent control driver, and with fixed or variable color temperature or color-changing systems.
Products Excluded From the New LED Certification Scope
The Regulation lists specific exclusions. These start with sources of ultraviolet radiation, and products intended for explosive atmospheres, ozone generation, medical, veterinary, or dental equipment, horticulture or animal husbandry, emergency lighting, radiological applications, nuclear medicine equipment, household appliances, and the automotive, aviation, marine, and rail or metro sectors, as well as electronic displays such as monitors, tablets, phones, and e-readers, toys, furniture items, and battery-only cycling or sports equipment, along with products covered by other specific normative documents.
Also excluded are OLED lamps and luminaires; LED products designed and marketed exclusively for film, television, or theatrical stage lighting, or for theater, concert, or other entertainment stage lighting, meeting specific power and color-rendering thresholds set out in the Regulation; portable general-use LED luminaires that are not powered by the electrical grid; luminaires with a photovoltaic system attached to the fixture body, whether or not connected to the grid; extra-low-voltage LED tapes, hoses, or cords, regardless of power or technology; LED holiday lighting and illuminated decorative figures; general or decorative luminaires designed for interchangeable lamps and sold without any light source in the packaging; pole-mounted LED luminaires for public roads, squares, and other outdoor areas, which remain under a separate Inmetro regulation; and LED luminaires already covered by another specific Inmetro regulation. Made-to-order LED luminaires built for specific professional projects are also exempt.
Mandatory Conformity Assessment and Certification
Under Article 9, LED lamps and luminaires manufactured, imported, distributed, or sold in Brazil, whether free of charge or for payment, must undergo compulsory conformity assessment through certification, in line with the Conformity Assessment Requirements and the deadlines set out in the Regulation’s transition rules.
New Technical and Testing Requirements
The Technical Quality Regulation introduces tighter performance criteria. Declared power must stay within ±10% of the measured value, or ±0.5W for products rated under 5W. Power factor requirements are graduated by declared power: no minimum applies at or below 2W, but products above 2W and up to 5W must now meet a minimum power factor of 0.40, a tier that did not exist under the prior rule; products above 5W and up to 25W must reach 0.70 (0.90 for tubular lamps), and products above 25W must reach 0.90. Measured luminous flux cannot fall below 90% of the declared nominal value, correlated color temperature must be declared and verified against ANSI C78.377:2024, and the minimum time to 70% lumen maintenance (L70) is set at 15,000 hours.
The Conformity Assessment Requirements also update the applicable test methods. Photometric and electrical parameters, including power, power factor, luminous flux, correlated color temperature, and color rendering indices, must be verified using ANSI/IES LM-79-24, harmonic current limits reference IEC 61000-3-2:2024, and LED chip lumen-maintenance and rated-life reporting must follow ANSI/IES LM-80-21, based on a minimum sample of 25 individual LEDs and/or 10 modules. The RAC also adds flicker and stroboscopic effect as required test items, evaluated respectively under IEC TR 61547-1:2020 and IEC TR 63158:2018.
ENCE Labeling and Packaging Requirements
Article 6 requires that luminaire packaging display, on its main face, one of two mandatory statements: that the product is intended for general use or that it is intended for decorative use. Article 8 requires that the ENCE label be clearly visible at the point of sale, unobstructed by other information. For online sales, the website administrator is responsible for displaying the ENCE or its equivalent technical information on every page where the product is offered or shown, and the same information must appear clearly in physical and virtual sales catalogs and advertising materials. Under Annex III, the ENCE may be printed in color or monochrome, and its QR code must link to the search page of Inmetro’s Object Registry so consumers can verify the product’s official registration.
Import Licensing and Market Surveillance
Article 11 places LED lamps and luminaires under a non-automatic import licensing regime, requiring importers to obtain Inmetro clearance under Portaria Inmetro No. 137, of March 24, 2022, or its successor, within the deadlines set by the Regulation; the shipment date from the country of origin determines compliance with those deadlines. Articles 12 through 14 subject the products to nationwide market surveillance carried out by Inmetro and its delegated entities, with noncompliance treated as an infraction subject to penalties under Law No. 9,933 of 1999, and suppliers must respond to Inmetro information requests within 15 days.
Transition Timeline for Manufacturers, Importers, and Retailers
The new Regulation enters into force on its publication date of May 5, 2026. From that date, manufacturers and importers have 18 months to adapt to the new requirements, followed by an additional 6 months, for a total of 24 months, after which they may sell only compliant LED lamps and luminaires into the Brazilian market. Distributors and retailers, including physical stores and e-commerce, have 48 months from the effective date to sell through existing compliant stock before the market is restricted to fully compliant products. At the end of that same 48-month period, Portaria Inmetro No. 69, of February 16, 2022, is fully revoked.
