Brazil’s National Telecommunications Agency (Anatel) has approved new technical requirements governing spectrum use for key service areas, reflecting decisions from the 2023 World Radiocommunication Conference.

Through Act No. 16,313, issued on November 2, 2025, Anatel revised the spectrum use conditions for radiolocation and radionavigation services. These updates:

  • Introduce guidelines for operating high-frequency (HF) oceanographic radar systems

  • Set limits for tracking systems of space launch vehicles and aeronautical platforms using the 5,450 to 5,850 MHz sub-band

These adjustments expand the potential for new applications while establishing technical parameters that support controlled, interference-free operation.

Aeronautical Mobile Services Aligned with Global Standards

Act No. 18,714, published on December 3, 2025, updates the rules for Brazil’s Limited Mobile Aeronautical Service (SLMA). The regulation brings the country in line with internationally recognized best practices by incorporating:

  • New emission classifications to enhance spectral efficiency

  • Updated criteria for channel aggregation and use

These revisions promote interoperability and help Brazil harmonize its spectrum framework with global aviation communication systems.

Satellite Communication from Mobile Platforms

Anatel also addressed satellite service regulations with Act No. 18,530, issued on November 30, 2025. The focus is on ensuring clarity and consistency in how ground stations on mobile platforms, including aircraft, vessels, and land vehicles, connect with both geostationary and non-geostationary satellites. This includes new technical criteria for platform-based ground stations and operational alignment with international satellite communication frameworks

This move supports growing satellite use in transport, logistics, and mobility services.

Integration with National Frequency Planning

All new regulations build upon the broader framework established by Resolution No. 772/2025, which formalized Brazil’s updated Frequency Allocation, Destination, and Distribution Plan (PDFF). Together, these updates provide a cohesive regulatory structure that supports innovation in aeronautical, satellite, and space applications while improving legal certainty and international coordination.
