Brazil’s National Telecommunications Agency (Anatel) has launched Public Consultation No. 36/2025 to revise the technical and operational framework for Limited Aeronautical Mobile Service stations, as originally outlined in Act No. 17,207/2023. The consultation, which closes on October 26, 2025, invites contributions from stakeholders to help align national rules with global spectrum decisions made at the 2023 World Radiocommunication Conference (WRC-23).

Alignment with International Radio Regulations
One key regulatory driver is the inclusion of aeronautical mobile satellite service (AMSS) within the 117.975–137 MHz frequency band—an allocation now officially recognized under Brazil’s updated Frequency Band Allocation, Allocation, and Distribution Plan (PDFF), as approved by Resolution No. 772 in January 2025.
The proposed updates are also in response to the modernization of Appendix 27 of the ITU Radio Regulations, which now accommodates digital technologies in high-frequency (HF) bands for commercial aviation. Under Anatel’s current Spectrum Management Model, spectrum use conditions are established via Acts issued by the Superintendence of Granting and Provision Resources (SOR), prompting the need to revise Act No. 17,207/2023.
Technical Enhancements to Support Digital Aviation
The updated regulation introduces new emission classes to support digital modulating signals used in aviation communications. Specifically, emission designations J2B, J7D, and J9E will be added to Table II of the Act. These changes enable more advanced and secure digital communications, reflecting a broader move toward interoperability and modernization of aeronautical systems. The Act will also allow channel aggregation, further improving spectrum efficiency and service flexibility.
By revising these technical parameters, Anatel aims to enhance the safety and performance of aviation communications, keeping pace with international developments and ensuring regulatory coherence with global best practices.
