Brazil: ANATEL Oversees Direct-to-Device Satellite Test

Home / Country Update / Brazil: ANATEL Oversees Direct-to-Device Satellite Test

On April 22, Brazil’s National Telecommunications Agency (Anatel) observed a live demonstration of Direct-to-Device (D2D) satellite communication technology in Brasília. The test, conducted by Viasat, involved mobile phones connecting directly to a geostationary satellite using L-band frequencies—without relying on terrestrial mobile networks.

This emerging technology enables mobile devices to exchange messages directly through satellites positioned 36,000 kilometers above Earth. While still in the early stages, D2D shows strong potential for connecting hard-to-reach areas and supporting Internet of Things (IoT) applications in remote industries.

Use Cases and Future Potential

Current capabilities allow for basic messaging between mobile devices, but expansion is already underway. In the near future, D2D systems are expected to support:

  • Voice calling features
  • Enhanced data transmission
  • Field-based IoT sensors for agriculture, mining, and logistics
  • Connectivity in areas without terrestrial mobile coverage

This makes D2D a critical tool for industries operating in remote zones where traditional infrastructure is impractical or unavailable.

Anatel’s Support and Vision

Anatel President Carlos Baigorri attended the demonstration and received a message transmitted via satellite to his own phone. He emphasized that the agency strongly supports the development of D2D technology both domestically and internationally.

“D2D is not here to replace terrestrial mobile service,” Baigorri noted. “It’s meant to complement it—offering critical supplemental coverage in areas where terrestrial networks simply can’t reach.”

Anatel’s position reinforces the growing role of hybrid infrastructure in achieving nationwide connectivity, combining terrestrial and satellite-based solutions for broader coverage and resilience.
