On August 15, 2025, Brazil’s National Telecommunications Agency (Anatel) launched three new public consultations aimed at updating core regulatory frameworks for the telecommunications sector. The consultations, now open for comment via the Participa Anatel platform until September 29, 2025, address major topics including network roaming, artificial intelligence, and cybersecurity.

Reevaluating Roaming and Network Sharing

Public Consultation No. 30 proposes amendments to the General Regulation for Telecommunications Services (RGST), with a focus on obligations related to network sharing and national roaming. The primary objective is to improve mobile service coverage, especially along highways and in underserved areas.

The consultation also considers allowing roaming in areas where only one mobile operator has investment obligations. Anatel is specifically seeking input on which technologies should be included in these scenarios, aiming to ensure fairness and efficient use of existing infrastructure.

Ethical Use of Artificial Intelligence in Telecom

Through Public Consultation No. 31, Anatel is proposing changes to the Regulatory Oversight Regulation to incorporate guidelines for the responsible and ethical use of artificial intelligence across the telecom value chain.

This initiative aligns Brazil’s regulatory approach with international standards, referencing key documents from UNESCO and the International Telecommunication Union (ITU). The proposal emphasizes that AI and connectivity are deeply interlinked and calls for responsible deployment to support sustainable development goals.

Cybersecurity Framework Expansion

Public Consultation No. 32 targets updates to Anatel’s Cybersecurity Regulation for the telecommunications sector. The revised regulation will address:

  • New cybersecurity threats, including malicious uses of AI

  • Vulnerabilities across different transmission layers

  • Regulatory oversight of cloud computing and data centers tied to telecom services

  • Environmental sustainability and energy consumption of telecom infrastructure

Anatel’s goal is to ensure the sector’s resilience in the face of evolving digital threats and technological shifts, while promoting secure and sustainable business practices.
