At the recent Anatel Certification Forum in Brasília, Marcos Baeta, Certification and Numbering Manager at the National Telecommunications Agency (Anatel), confirmed that a public consultation regarding Anatel’s entry into the Integrated Foreign Trade System (Siscomex) has been officially signed. The move, endorsed by the Superintendence of Granting and Provision Resources, is expected to be formally announced in Brazil’s Official Gazette, initiating a period for public contributions.

Market Surveillance Procedure Under Review

The integration with Siscomex aims to enhance transparency in the importation of telecommunications products. Anatel will gain early visibility into incoming shipments, enabling the agency to expedite inspections and authorize products that meet Brazilian safety and quality standards. This step is expected to reduce delays and improve regulatory efficiency in certifying telecommunications equipment.

Baeta also highlighted progress in reviewing feedback from Public Consultation No. 28, which relates to the Operating Procedure of the Market Supervision Program. This initiative could empower Designated Certification Bodies (DCOs) and certification labs to assess post-market compliance. Under the proposal, these bodies would act upon complaints or at Anatel’s request to verify whether products being sold align with their approved certifications. Non-compliant equipment could face mandatory recalls.

Sustainability and Energy Efficiency Take Center Stage

The 2024 Certification Forum focused heavily on sustainability in the telecom sector. Sidney Azeredo, Anatel’s Deputy Superintendent for Granting and Service Resources, presented ongoing studies for the introduction of a new environmental certification: the Green Seal. This program, aligned with Brazil’s Decree No. 12,063/2024 and the Selo Verde Brasil initiative, is designed to encourage the certification of sustainable telecom products.

According to the Brazilian Association for Conformity Assessment (ABRAC), the Green Seal would not replace existing sectoral certifications but would introduce energy efficiency as a critical evaluation criterion. This aligns with broader industry efforts to reduce energy use in devices such as mobile phones and in large-scale infrastructure like data centers.

Industry Feedback on Energy-Saving Practices

Industry experts at the forum provided additional context on energy efficiency improvements. The Brazilian Data Center Association (ABDC) emphasized innovations in cooling systems to reduce power consumption in data centers, highlighting Brazil’s attractiveness for future investment in this sector.

Manufacturers and service providers discussed approaches ranging from reducing battery size and integrating alternative energy sources in smart home products, to the use of geostationary satellites for device-to-device (D2D) connectivity. This satellite model is anticipated to increase the number of certification processes, as more compliant equipment enters the market.
