On October 1, 2025, Brazil’s National Telecommunications Agency (Anatel) issued Act No. 14158, introducing updates to the technical requirements for several types of telecommunications equipment. These updates modify Annex I of Act No. 14,448 (2017) and take effect April 6, 2026. The changes align Brazil’s standards with international norms and expand operational conditions for advanced technologies like vehicle radar, field disturbance sensors, and multichannel wireless audio.

Expanded Definitions and Equipment Categories

New equipment types were officially defined, including:

  • Vehicle Radar Systems: Now encompassing radars installed in land or water vehicles, such as trains, ships, and tractors.

  • Aircraft Radars: Permitted only for use during ground operations.

  • Wireless Microphones and Audio PMSE: Adoption of ETSI EN 300 422-1 V2.2.1 for compliance, ensuring harmonization with European standards.

  • Multichannel Wideband Wireless Audio Systems: Approved for specific frequency bands (e.g., 470–608 MHz), with EIRP limits based on bandwidth. These systems must also comply with stability, emissions, and spectral efficiency requirements as outlined by ETSI EN 300 422-1 V2.2.1.

New Frequency Band Authorizations

Anatel has authorized the use of specific millimeter wavebands, with strict technical limits:

  • 76–81 GHz Radars: Permitted for fixed or mobile use in airport operation areas, as long as they meet previously defined standards.

  • 57–71 GHz Band: Differentiated requirements apply for field disturbance sensors and other devices, with variable EIRP limits, pulsed operation standards, and duty cycle restrictions depending on bandwidth and use case.

  • Terahertz Frequencies (116–123 GHz, 174.8–182 GHz, 185–190 GHz, 244–246 GHz): Newly authorized for high-frequency devices, with defined average and peak EIRP limits. Use on aircraft or satellites is strictly prohibited.

Power and Spectral Density Requirements Updated

Anatel updated technical specifications for Wi-Fi and broadband devices operating across various bands:

  • 5.150–5.250 MHz and 5.250–5.350 MHz: Equipment must comply with new output power and spectral density limits, with stricter constraints when antenna gain exceeds threshold values.

  • 5.470–5.725 MHz: New rules define maximum conducted output power, spectral density, and requirements for spurious emissions.

  • Transmission Power Control (TPC): Mandatory for broadband access systems unless a lower EIRP cap is respected.

Measurement and Testing Requirements Aligned with FCC

Anatel adopted several FCC testing standards, including procedures from FCC KDB 789033 and KDB 987594, to harmonize with international test methodologies:

  • Specific guidance was added for measuring emissions at elevation angles and handling emissions at the band edges.

  • Equipment operating in the 5.925–7.125 MHz band must undergo contention-based protocol testing to ensure fair spectrum sharing.

Transitional Rules for Existing Certifications

Products already certified before the enforcement date are not required to demonstrate compliance with select updated provisions during the certification maintenance stage. This includes exemptions for updated rules concerning Wi-Fi equipment and emissions measurements, allowing continued compliance under prior regulations.
