Brazil’s National Telecommunications Agency (ANATEL), in collaboration with the Federal Revenue Service, has stepped up its enforcement operations to combat the circulation of uncertified telecommunications equipment in port areas of Santa Catarina. This initiative is part of an ongoing national strategy to protect consumers and uphold market standards through stricter border and customs inspections.

Focus on Port Surveillance and Regulatory Enforcement
Recent inspections conducted in the ports of Navegantes and Itajaí targeted importers suspected of distributing telecommunications equipment without the necessary ANATEL certification. The operation led to the seizure of a significant volume of non-compliant products, many of which did not meet the technical requirements outlined in Brazil’s regulatory framework.
The inspections are a direct application of ANATEL’s mandate under its Market Inspection Plan, which prioritizes the surveillance of high-risk entry points for illegal equipment. Products found lacking certification are subject to administrative and legal penalties, including fines and potential destruction of goods.
Certification and Importation Requirements
Under Brazilian regulations, all telecommunications equipment must be certified by ANATEL prior to being marketed or used in the country. This process includes:
Testing for technical compliance and electromagnetic compatibility
Proper labeling with ANATEL’s approval ID
Registration of the importer or manufacturer in ANATEL’s database
The agency’s enforcement activities aim to ensure that only devices meeting these standards are permitted for commercial use, thereby minimizing risks to consumer safety and ensuring network reliability.
Strengthened Interagency Coordination
This latest operation reflects a growing synergy between ANATEL and federal enforcement bodies, as both work to close loopholes that allow non-compliant products into the Brazilian market. The collaboration also highlights Brazil’s commitment to tightening customs procedures and supporting the legal market through fair competition.
ANATEL has confirmed that similar joint inspections will continue at other strategic entry points throughout the country.
