On August 20, 2025, Brazil’s National Telecommunications Agency (ANATEL) issued Official Letter No. 246/2025, formally revoking the temporary authorization that had allowed certification of equipment operating with Frequency Division Duplex (FDD) technology in Band 2 (1880–1920 MHz). This decision aligns with Brazil’s current spectrum policy, which reserves this frequency range exclusively for Time Division Duplex (TDD) systems.

Background: Transition from FDD to TDD Use

Under Resolution No. 454/2006, the L-band (1895–1900 MHz uplink / 1975–1980 MHz downlink) was available for FDD systems. That changed in 2022 when Resolution No. 757 restructured the band plan, reclassifying the entire 1880–1920 MHz range for TDD-only systems. While this removed Band 2 (FDD) from certification eligibility, ANATEL initially allowed a transition period that permitted continued approvals until June 1, 2026.

What’s Changed with Official Letter No. 246/2025

ANATEL’s latest decision fully ends this temporary exception. Following a spectrum analysis, the agency confirmed:

  • No companies currently operate base stations in Band 2 (FDD).

  • No authorizations will be granted for FDD operation in this band moving forward.

With no active or planned use cases, maintaining certification pathways for FDD equipment in Band 2 is no longer warranted.

Impact on Certification Activities

The revocation has immediate implications for manufacturers and certification bodies:

  • New Applications: Designated Certification Bodies (OCDs) must no longer approve or list Band 2 (FDD) 1900 MHz equipment.

  • Renewals: OCDs are required to remove Band 2 (FDD) if it was previously included in any existing certificates.

  • Current Eligibility: Only Band 39 (TDD) remains valid for certification in the 1880–1920 MHz frequency range.

ANATEL reaffirmed that Resolution No. 773/2025, which replaced Resolution No. 757/2022, maintains the TDD-only allocation for the 1880–1920 MHz band. Without active authorizations for FDD use, the agency concluded that continued certification in this range serves no regulatory or operational purpose.
