On March 12, 2025, Brazil’s National Telecommunications Agency (ANATEL) released Official Letter 81/2025/ORCN/SOR-ANATEL, providing clarification on the definition of “indoor environments” for the use of the 5150-5350 MHz frequency range in vehicular applications. This clarification aligns with Act 14448 and specifies which types of vehicles qualify as indoor environments for WLAN B1/B2 use.

Definition of an Indoor Environment

ANATEL defines an indoor environment as one that attenuates transmitted signals due to building penetration, thereby reducing emissions in multiple directions. This definition, outlined in item 3.1.1 of Act 14448, forms the basis for determining where the 5150-5350 MHz frequency can be used. 

Vehicles Eligible for WLAN B1/B2 Use

Based on this definition, ANATEL has confirmed that the 5150-5350 MHz band is only permitted in vehicles with a fully enclosed structure, ensuring signal containment similar to indoor environments. This includes: 

  • Cars 
  • Trucks 
  • Trains 

However, vehicles that do not provide full enclosure, meaning they allow signal emissions to escape freely, are not permitted to operate on this frequency band. These include: 

  • Motorcycles 
  • Tuk-tuks 
  • Convertible cars 

Regulatory Implications

This clarification is important for manufacturers and service providers working with wireless technologies in Brazil. Companies developing Wi-Fi-enabled vehicle applications must ensure compliance with ANATEL’s restrictions on where the WLAN B1/B2 band can be deployed.
