On October 28, 2025, Brazil’s General Regulation of Telecommunications Services (RGST) officially came into effect, triggering a two-year transition period for migrating authorizations under the Global Mobile Satellite Service (SMGS) to the newly established Personal Mobile Service (SMP) framework. This regulatory shift, led by the National Telecommunications Agency (Anatel), signals the end of new authorizations, radio frequency usage permits, and station licenses under the SMGS designation.

Creation of a New Satellite-Based SMP Category

The SMP framework now includes a dedicated category for satellite services, which will be distinctly registered in Anatel’s systems. This new designation is tailored to reflect the technical and operational specifics of satellite infrastructure while maintaining consistency with the existing regulatory oversight structure. According to Anatel, the goal is to ensure legal certainty, preserve service continuity, and standardize regulatory treatment across providers.

Transition Procedures and Timelines

The adaptation process is automatic unless a company formally opposes it within 30 days of the regulation’s entry into force. If opposition is maintained, the existing SMGS authorization will expire on October 28, 2027. Otherwise, companies will have their station licenses transferred from SMGS to the satellite-based SMP, and Anatel will issue a formal notice indicating the discontinuation of SMGS.

Regulatory Simplification and User Continuity

Anatel emphasized that this transition will not affect current service users. The change is part of a broader regulatory simplification effort aimed at harmonizing licensing structures in response to the growing convergence between terrestrial and satellite communications. The shift is expected to accommodate modern applications that require integrated infrastructure without imposing new burdens on end users.
