Brazil’s National Telecommunications Agency (ANATEL) has approved a Public Consultation on Radio Frequency Planning, known as PRISMA-RF, aimed at expanding telecommunications services across the country. This initiative establishes a structured timeline for bidding on key spectrum bands to support inclusion, modernization, and sustainable access to telecom services.

Strategic Spectrum Planning for Future Auctions

The 2025-2026 Regulatory Agenda, outlined in Internal Resolution No. 399, provides the foundation for this initiative. While no fixed rules dictate the number of auctions in each timeframe, the proposal ensures that multiple radio frequency bands will be made available for bidding through a transparent and predictable schedule: 

  • Short-term (2025-2026) 
    • 850 MHz band prioritized for bidding. 
    • Additional short-term opportunities include leftover spectrum from previous auctions and the 6 GHz band. 
  • Medium-term 
    • Planned auctions for 900 MHz, 1,800 MHz, 1,500 MHz, 1,900 MHz (TDD), and 4,900 MHz bands. 
    • These bands will support Personal Mobile Service (SMP) and other telecommunications uses. 
  • Long-term 
    • Additional bands will be identified and auctioned based on future needs. 

6 GHz Auction and Public Consultation

ANATEL has also confirmed plans to auction the 6 GHz band by 2026, aligning with updates to the Frequency Band Allocation, Allocation, and Distribution Plan (PDFF) under Resolution No. 772/2025. 

The Public Consultation (No. 9) is now open for contributions, allowing industry stakeholders and the public to provide feedback on the future allocation and distribution of spectrum in Brazil.
