Belarus: Updated Energy Efficiency Requirements Effective January 2025

Starting January 3, 2025, Belarus will implement updated energy efficiency requirements for certain product categories as stated in Resolution of the Council of Ministers of the Republic of Belarus No. 708.  

Manufacturers and importers will be required to undergo a mandatory conformity approval procedure and obtain Belarus Certificates of Conformity for four specified product groups. These measures aim to ensure compliance with national standards until the technical regulations of the Eurasian Economic Union (EAEU) come into effect.

Affected Product Categories

The mandatory conformity approval applies to the following groups of energy-consuming products: 

  • Household Refrigeration Appliances: Includes refrigerators, freezers, and their combinations
  • Electric Cooking Appliances: Includes electric ovens (including those integrated into cookers) except portable ones and those without an adjustable thermostat and electric hotplates
  • Washing Machines: Includes all types of washing machines 
  • Lamps with Non-Directional Light Emission: Includes incandescent, fluorescent, and LED lamps 

Certification and Compliance

The certification process must adhere to the “Rules for Conformity Assessment of the National Conformity Assessment System of the Republic of Belarus.” Manufacturers and importers are expected to demonstrate compliance with the mandatory energy efficiency standards through proper testing and certification. 

Transition to EAEU Technical Regulations

The current energy efficiency requirements will remain in force until the EAEU Technical Regulation (EAEU TR 048/2019) titled “On the requirements for the energy efficiency of energy-consuming devices” becomes effective on September 1, 2025. This regulation will standardize energy efficiency requirements across the Eurasian Economic Union, replacing the existing national rules in Belarus.
