On April 1, 2025, President Alexander Lukashenko signed Decree No. 139 to launch an investment project focused on building a new telecommunications network based on IMT-2020 (5G) technology. The initiative will expand Belarus’s digital infrastructure by establishing a unified cellular network under a single infrastructure operator model.

This model, already used successfully for LTE (4G) services in the country, will now serve as the foundation for integrating both LTE and 5G networks into a cohesive national system, referred to as the Single Network.
Leveraging Success with LTE
Belarusian Cloud Technologies LLC (trademark beCloud) has previously led the deployment of LTE infrastructure and will play a key role in this new project. To date, LTE (4G) services:
- Cover 93.8% of the national territory
- Reach 99.2% of the population
- Handle more than 70% of the country’s mobile traffic
This established success sets the groundwork for efficient integration of 5G capabilities into the existing framework.
Gradual Rollout Through 2034
The 5G rollout will be phased over nearly a decade, from 2025 to 2034. Each stage is designed to steadily increase network coverage across the country, with goals including:
- 99% LTE (4G) territorial coverage
- 5G (IMT-2020) coverage for areas where 99% of the population lives
This dual-layer network aims to significantly enhance mobile internet quality and performance for both urban and rural regions.
Centralized Infrastructure Model
All services provided by mobile operators using 4G and 5G technologies will utilize base stations operated by a single infrastructure provider. This centralized model is expected to promote efficient resource use, simplify network operations and ensure broader and more consistent coverage
To accelerate deployment, the decree allows the infrastructure operator to fast-track the design and construction of base stations through a simplified approval process.
