The Ministry of Communications and Informatization of the Republic of Belarus has issued an official clarification of the national regulatory framework governing the use of the radio-frequency spectrum (RFS). The statement outlines the roles of state bodies involved in spectrum management and emphasizes the importance of compliance with existing procedures. This update aims to help manufacturers, importers, and users understand whether their equipment must be registered or requires a permit to operate in Belarus.

Oversight Structure for Spectrum Management

Belarus’s regulatory framework is composed of several key agencies.

  • The State Commission on Radio Frequencies under the Security Council of the Republic of Belarus is responsible for assigning radio-frequency spectrum to radio-electronic facilities (REAs) and/or high-frequency devices (HFDs).
  • The Ministry of Communications develops secondary regulations and maintains official lists of devices that are exempt from registration or do not require a permit.
  • The enforcement arm of the system is the State Enterprise “BelGIE,” which monitors compliance, ensures effective use of the RFS, and protects it from misuse.

Lists of Devices Exempt from Registration or Permits

The Ministry reaffirmed that only equipment explicitly listed in Resolutions No. 7 (June 14, 2013) and No. 9 (July 1, 2013) is exempt from registration and/or licensing requirements. Devices falling outside these lists must undergo a registration process and may require authorization to access the spectrum. Examples of exempt equipment include:

  • Wi-Fi, Bluetooth, mobile phones, and subscriber modems

  • DECT equipment operating in the 1880–1900 MHz band with transmitter output of 10 mW or less

  • PMR radio stations operating in the 446.0–446.2 MHz band with output power of 0.5 W or less

  • LPD/SRD devices using the 433.075–434.775 MHz band with output power not exceeding 10 mW

All other REAs or HFDs must follow the full regulatory procedure to obtain either registration, a usage permit, or both.
