On October 17, 2025, Belarus implemented significant amendments to its National System for Conformity Attestation (NSPS), as approved in Resolution No. 109 by the State Committee for Standardization. These changes update the regulatory structure for conformity assessment, certification procedures, documentation, and certificate validity requirements.

The revised rules replace the term “System” with “NSPS” throughout and eliminate references to the accreditation of conformity assessment bodies. Instead, emphasis is placed on technical requirements and certification protocols recognized within Belarus or the Eurasian Economic Union (EAEU).

Updated Certification and Declaration Procedures

Certification bodies now have stricter timelines for issuing and updating documents:

  • Certificates of conformity and competence must be issued within three working days after a decision is made.

  • Duplicates or modifications must also be processed within three days, with issuance on a reimbursable basis.

Termination or modification of certificates, whether initiated by supervisory bodies or the certificate holder, must be reflected in the NSPS register within three working days.

For declarations of conformity:

  • Applications must be submitted via paper or electronically through the Notification Declaration of Conformity (NDC) system.

  • Registration decisions must be made within five working days of application receipt.

  • Amendments to registered declarations are not allowed; instead, a new declaration must be issued.

New Protocols for Testing and Documentation

Use of test protocols from accredited testing laboratories, including foreign labs, is now permitted if compliant with Belarusian or EAEU technical regulations. Key updates include:

  • For energy efficiency requirements, Scheme 3c applies to batch certifications under contract.

  • The validity of a certificate issued under energy efficiency criteria is capped at the contract period but may not exceed two years.

  • Test protocols for certification are valid for up to two years generally, or six years for electrical energy-consuming devices.

Certificates based on these protocols require submission of detailed product and contract documentation.

Adjustments to Periodic Assessment and Oversight

Certified products must undergo two periodic assessments during the certificate’s validity period. The first cannot occur earlier than 18 months after the certificate is issued, and the second no sooner than 18 months after the first. Depending on the certification scheme (e.g., 1c, 2c, 5c, 6c), assessments may include:

  • Product identification and sample testing.

  • Analysis of the manufacturer’s production conditions or quality systems.

This ensures ongoing compliance with technical requirements without relying solely on initial testing.

Clarified Certification Requirements Across Product Categories

Different certification schemes apply to:

  • Management systems

  • Energy-efficient products

  • Construction materials under TR 2025/013/BY

Certificates for these categories are also required to list:

  • Applied certification scheme

  • Relevant technical regulations

  • Contact information of the certification body and applicant

Additional Measures and Authority Registration Protocols

Declarations of conformity must include:

  • Manufacturer and importer information

  • Agreement details (if acting on behalf of a foreign manufacturer)

  • Public key signature data when submitted digitally

Authorities now analyze each submission for completeness, legal standing, and digital signature validity. Grounds for application refusal are based on Article 30 of the Law on Conformity Assessment.
