Azerbaijan: Approval of New Frequency Band Usage for WAS and RLAN

Azerbaijan has approved the use of the 5945-6425 MHz radio frequency band for Wireless Access Systems (WAS), including Radio Local Area Networks (RLAN). This decision aligns with international guidelines, particularly the ECC Decision (20) 01, set by the Pan-European Conference of Postal and Telecommunications Administrations (CEPT). The decision was approved during a meeting of the State Commission on Radio Frequencies.

Role of the State Commission on Radio Frequencies

The State Commission on Radio Frequencies plays a key role in managing Azerbaijan’s radio frequency spectrum. Established by Presidential Order No. 2622 in 2021, the Commission focuses on developing policies for efficient use of radio frequencies, allocating and managing spectrum for electronic and high-frequency devices, and representing Azerbaijan in international radiocommunication forums to protect its interests. 

Procedures for Frequency Allocation

Under the “Rules for Allocation, Registration, Use, and Payment of Radio Frequencies” (Cabinet of Ministers Decision No. 22, 2007): 

  • Legal entities and individuals must submit a written application to request radio frequency allocation. 
  • Applications are processed to ensure compliance with regulatory standards for devices manufactured, modernized, or imported into Azerbaijan.
