On April 2, 2025, the Public Services Regulatory Commission of Armenia approved the issuance of new radio frequency usage permits to Viva Armenia CJSC. The permits cover the 2300–2350 MHz and 2350–2400 MHz bands and were awarded following a competitive tender process aimed at advancing the rollout of public mobile 5G networks across the country.

Nationwide Coverage and Infrastructure Commitments

Under the terms of the permits, Viva Armenia is required to deploy 5G mobile broadband services—initially with outdoor coverage—across key areas of the country over the next 3 to 7 years. This includes a commitment to serve at least 60% of each urban settlement’s administrative area, as well as: 

  • Engineering City and Academic City 
  • Zvartnots, Gyumri, and Kapan airports 
  • All existing and new border checkpoints 

Additionally, the company must provide broadband internet coverage—at least 10% of which must be 5G—across 98% of the country’s general-use interstate highways, including those currently under construction. 

Boost to State Budget from Spectrum Fees

The auction process generated immediate state revenue of 2.5 billion drams from spectrum provision fees, with an additional 1.68 billion drams expected annually from ongoing usage fees. This increase raises Armenia’s annual revenue from radio frequency usage from 8.6 billion to over 10 billion drams, reinforcing the economic potential of spectrum allocation in driving digital infrastructure development.
